Stricter state caps applied automatically — TX not before 9:00 AM; FL, OK, GA, AZ stop at 8:00 PM. Timezone resolves from the lead's state when it isn't set directly.

Skip already-quoted leads on auto-enrollOpted-out and DNC leads are always skipped, regardless of this setting.
